In brief

Ilan Shor (born 6 March 1987) is an Israeli-born Moldovan businessman and politician who inherited a substantial business portfolio from his father and expanded into sectors including duty-free retail and real estate. He served as chairman of Banca de Economii, Moldova's largest state-owned bank, and was elected mayor of Orhei in 2015 with 62% of the vote, implementing local infrastructure improvements despite ongoing legal proceedings. In 2017, Shor was convicted by a Moldovan court to a 7.5-year prison sentence for orchestrating fraudulent loans totaling approximately $1 billion—about 12% of the country's GDP—from three banks in 2014, charges he has contested as politically motivated amid broader elite involvement in the affair. Residing in Israel since fleeing Moldova in 2019, he founded the Șor Party in 2016, which gained parliamentary seats in 2019 by advocating populist policies and opposition to the pro-EU administration of Maia Sandu, before its ban by Moldova's Constitutional Court in 2023 on grounds of unconstitutional activities. Shor has since coordinated mass protests and been accused by authorities of financing vote-buying schemes and hybrid interference operations, purportedly backed by Russian entities, to undermine Moldova's European integration efforts.

Ilan Shor was born on March 6, 1987, in Tel Aviv, Israel, to Moldovan Jewish parents. His father, Miron Shor, was a businessman originally from Moldova.

Ilan Shor was born on March 6, 1987, in Tel Aviv, Israel, to Miron Shor and Maria Shor, who were Moldovan Jews originating from Chișinău and had emigrated to Israel in the late 1970s amid Soviet-era restrictions on Jewish migration. The family relocated back to Chișinău, Moldova, in the early 1990s when Shor was approximately two to three years old, establishing dual cultural ties rooted in Jewish heritage and post-Soviet Moldovan society.
