Kathy E. Manning (born December 3, 1956) is an American attorney and former Democratic politician who served as the U.S. representative for North Carolina's 6th congressional district from 2021 to 2025. Born in Detroit, Michigan, Manning graduated from Harvard University in 1978 with an A.B. degree and from the University of Michigan Law School in 1983 with a J.D., subsequently practicing law before moving to Greensboro, North Carolina, in 1987. Prior to her congressional service, she held leadership roles in local business and Jewish community organizations, including as president and CEO of the Greensboro Area Chamber of Commerce and as the first woman to chair the Jewish Federations of North America, where she emphasized unity and philanthropy. Elected in 2020 amid a competitive race, Manning focused her legislative efforts on foreign affairs, particularly U.S.-Israel relations and combating antisemitism, co-chairing the House Anti-Semitism Task Force and leading bipartisan initiatives to address campus antisemitism following the October 7, 2023, Hamas attacks. She opted not to seek re-election in 2024 after redistricting by the North Carolina General Assembly altered her district's boundaries, rendering it more favorable to Republican candidates.
