In brief
Luciana Clare Berger, Baroness Berger, is a British Labour politician who has served as a life peer in the House of Lords since February 2025. She was elected as the Labour Member of Parliament for Liverpool Wavertree in 2010, holding the seat until 2019, and during her tenure became the United Kingdom's first Shadow Minister for Mental Health, advocating for improved services and awareness. Berger, who is Jewish, faced repeated antisemitic abuse and threats throughout her career, including targeted harassment that led to convictions, amid broader concerns over the Labour Party's handling of such incidents under Jeremy Corbyn's leadership. In February 2019, she resigned from Labour, citing the party's institutional antisemitism and its stance on Brexit, and co-founded The Independent Group, which became Change UK; she subsequently stood unsuccessfully as a Liberal Democrat candidate in the 2019 general election. Berger rejoined the Labour Party in February 2023 following a personal apology from leader Keir Starmer for the "disgusting" antisemitism she endured, reflecting reforms that addressed the Equality and Human Rights Commission's findings on the issue. Her political journey highlights tensions within the centre-left over identity politics, party discipline, and policy on European integration, positioning her as a prominent voice on mental health policy and Jewish community concerns.
Luciana Berger was born on 13 May 1981 in London to Jewish parents Howard and Antonia Berger. She grew up in Wembley Park, north-west London, within a close-knit Jewish family that emphasized cultural traditions amid a multicultural environment. Her upbringing included regular synagogue attendance, such as at Middlesex New Synagogue, where she memorized prayers like the Amidah as a child. Berger spent weekends studying at Brent Town Hall Library, developing an early discipline for self-directed learning.
Her father, Howard Berger, operated a home furnishings shop for more than 40 years, having previously worked as a solicitor. Her mother, Antonia, pursued a career as an interior designer. The family's Jewish heritage drew from diverse diasporic roots, including Dutch (tracing to Jews expelled from Spain in the 15th century), Polish, Russian, Lithuanian, and Turkish lineages, blending Ashkenazi and Sephardic elements. Berger's maternal side suffered profound losses during the Holocaust, with over 100 relatives killed in camps including Treblinka, Sobibór, Mauthausen, Bergen-Belsen, and Auschwitz. She is the great-niece of Labour MP Emanuel Shinwell, who represented Seaham and faced antisemitic remarks in Parliament as early as 1938.
Though the family instilled awareness of historical antisemitism through these stories, Berger experienced no personal incidents during childhood, attending a local school with diverse peers. This background shaped her identity, fostering a commitment to Jewish community involvement from an early age, though the household prioritized cultural observance over strict religious practice.
