In brief

Milton Jerrold Shapp (June 25, 1912 – November 24, 1994) was an American electrical engineer, businessman, and Democratic politician who served as the 40th governor of Pennsylvania from 1971 to 1979, marking him as the first Jewish individual to hold the office and the first elected under the state's 1968 constitution. Born Milton Jerrold Shapiro in Cleveland, Ohio, to Jewish immigrant parents, Shapp changed his surname to avoid antisemitic prejudice and relocated to Philadelphia in 1935, where he built a career in electronics sales before founding Jerrold Electronics Corporation in 1946, pioneering equipment for the nascent cable television industry and amassing significant wealth by selling the company in 1967. After serving in the U.S. Army Signal Corps during World War II and earning a bachelor's degree in electrical engineering from Case Western Reserve University in 1933, Shapp entered politics in the 1960s, unsuccessfully running for governor in before winning the office in 1970 with a landslide victory and securing re-election in 1974. As governor, Shapp prioritized fiscal reforms to stabilize Pennsylvania's near-bankrupt economy, establishing the Pennsylvania State Lottery in 1971 to fund property tax relief for the elderly, creating the Department of Aging and the Pennsylvania Industrial Development Authority, enacting the nation's most comprehensive Sunshine Law for government transparency, implementing welfare, divorce, and prison reforms, and providing $300 million in tax incentives to bolster small and medium-sized businesses. His administration managed crises such as the devastating Hurricane Agnes in 1972, which caused $2.1 billion in damage and 48 deaths in the state, and he pursued a brief, unsuccessful bid for the 1976 Democratic presidential nomination amid investigations into his campaign financing that required repayment of federal funds but yielded no convictions.

Milton Jerrold Shapp, originally named Milton Jerrold Shapiro, was born on June 25, 1912, in Cleveland, Ohio, into a Jewish family. His father, Aaron Shapiro, operated as a hardware wholesaler and identified as a staunch Republican. His mother, Eva Smelsey Shapiro, was involved in local political and women's organizations. The family descended from Eastern European Jewish immigrants, reflecting the broader wave of such migration to industrial cities like Cleveland in the early 20th century.
