Otto Kirchheimer came from Heilbronn with a lawyer’s mind and a refugee’s timetable. The Frankfurt School was one home; the Office of Strategic Services was another.
He kept writing about how a state uses law to hold people. The academic and the analyst were the same man: someone who believed a constitution is a fact on the ground, not a poem.
